Communications Management System Proposal – Subcontract Manager:
Managed the CMC Electronics RFP process to all CMC Subcontractors
Transformed the Crown’s Statement Of Work (SOW) into separate SOWs for each of the Subcontractors, combined them with respective Functional Performance Specifications and a flowdown of PWGSC’s Terms and Conditions, and managed the RFP process to the Subcontractors (3 multi-million dollar Subcontracts, 3-5 other);
Reviewed and analyzed supplier proposals with respect to compliance to the RFP. In turn, the subcontracted subsystems’ functionality and compliance had to be flowed up into the response to the Crown to ensure all subcontracted items were appropriately represented;
Assessed overall project risk (software/hardware/systems and management issues) to CMC and to DND;
Recommended new approaches to minimize project risk and to minimize cost;
Negotiated and managed requirements and scope changes to reduce overall project risk; and
Participated in the authorship, review and production of the proposal to the Crown.

CP-140 Aurora Incremental Modernization Program, Subcontract Management Consultant - assisted the Navigation and Flight Instrument Subcontract Manager in starting and monitoring the project’s subcontracts to major suppliers;
Responded to RFPs (design architecture, work breakdown structure and project estimates for various systems and products on behalf of CMC Electronics;
Performed Tradeoff Studies on approaches and strategies to be taken with respect to product capabilities and features;
Provided consulting services relating software process improvement meeting the Company’s business objectives. Advised on optimal methods for improvement given the current organizational practices;
Contributed to the development of the Early Warning Indicators (a metrics-based system similar to the Risk Radar and Risk Dashboard) used for Software Projects. This followed the Continuous Risk Management paradigm.
Department of National Defence (Land Forces) Operation Readiness Program - set planning and validation procedures in anticipation of issues relating to the Year 2000 problem.
Wrote and maintained the Level 1 Business Continuity Plan for the Chief of the Land Staff at National Defence Headquarters and assisted in the review of Level 2 plans for the Land Force Area Headquarters (ie. Risk Management Plan including risk mitigation strategies, contingency planning and business resumption planning should potential failures occur). These plans used principles from the Continuous Risk Management methodology which was developed by the SEI and was adopted by the Treasury Board Secretariat (TBS) for the Y2K Project. This methodology was used as the basis for development and maintenance of the plan(s).
Conducted validation visits and risk assessments for each of the Land Force Area Headquarters to assure continuity of operations (minimized risk) through the turn of the century.
Was the Deputy Team Lead for the Land Force ORP team.
Reported on project progress and on systems operational readiness issues to the Project Management Office;
Developed and maintained the Team's WBS for the Project so that earned value techniques could be used; and
Assisted in the writing of Project Status Reports and Contract Status Reports with respect to the Team's activities.
Thales Systems Canada - CP-140 Aurora Incremental Modernization Program - Commented on an SOW for a major supplier and flowed the allocated Crown's requirements to the supplier. Addressed project planning, project risk, airworthiness, configuration management, integration and flight testing issues to mitigate risk in the potential Prime Contract with the Crown.
Gelcote International Ltd. - providing consulting in the development of a B2B and B2C E-commerce website to a leading provider of fiberglass epoxy resin repair kits for boating, recreational and hot tub products.
CyberBlitz Trade and Services Inc. - provided management coaching, enterprise development and business planning to an E-commerce company specializing in B2C and B2B.
Guildline Instruments Inc. - Provided an assessment of its management and software development activities to the high precision instrumentation and test equipment company.
Inetcable.com Inc. - Planned and managed the conversion of the IT infrastructure to support secure Internet services and to allow for video streaming and Web-based media multicast services.
